Channels of Vulnerability
RESURGE addresses the critical dilemma modern Europe faces today: how to strengthen the EU economic security while maintaining an open, flourishing global economy. The channels we track include:
Trade & Operations
Finance & Digital
Research & Assets
Our Approach
RESURGE will investigate the implementation of measures related to the three pillars of the 2023 Economic Security Strategy (Promote, Protect and Partner) complemented by one more pillar: Prevent.
01
Prevent
Anticipate, detect and mitigate emerging risks & strategic vulnerabilities before they become threatening.
02
Protect
Shield critical technologies, infrastructure, and data from coercive economic pressure.
03
Promote
Deepen economic ties with trusted partners and diversify supply chains to reduce strategic dependencies.
04
Partner
Build stronger ties with like-minded partners across the globe to advance shared economic security.
The research will conclude by setting out recommendations for improving the current measures.

1st Foresight Workshop
During the RESURGE project kick-off in Brussels, partner Finland Futures Research Centre (FFRC) led the consortium’s first Strategic Foresight Workshop. The session mapped future scenarios and analysed key economic security risks for Europe—ranging from supply chain chokepoints to lawfare and digital vulnerabilities—to help build forward-looking EU policy toolboxes.

Kick-off in Brussels
On October 8th, 2026, our coordination team from Bruegel, led by Heather Grabbe, hosted the first General Assembly meeting of the RESURGE project in Brussels and welcomed the teams of eight more partners. The team aligned on initial action points and overall collaboration on their research for long-term, resilience-based economic security for Europe.
